DESCRIPTION:Dear Colleagues\,\n\nWe deeply regret having to inform you tha
 t\, due to force majeure\, the AFAD in March 2020 is declared cancelled.\n
 \nAccording to the Government Resolution\, the Russian border is closed fo
 r short-term visitors from China and Taiwan until further notice because o
 f coronavirus epidemic. This means that our colleagues from China and Taiw
 an\, who are a substantial fraction of AFAD delegates\, cannot visit Novos
 ibirsk in March 2020.\n\nShowing respect to our colleagues from China and 
 Taiwan who are forced to miss the conference and after getting consent of 
 the key speakers\, we decided to postpone AFAD until the situation improve
 s.\n\nPlease accept our sincere apologies and regrets about the situation
 .\n\n \n\nThe Asian Forum for Accelerators and Detectors (AFAD) in 2020 w
 ill be organized by Budker Institute of Nuclear Physics (BINP)  in Novosi
 birsk\, Russia. AFADs are held annually under the guidance of Asian Commit
 tee for Future Accelerators (ACFA) to promote collaboration among universi
 ties and research institutes in Asia and Oceania.\n\nThe major topics (wor
